She must identify every user type and their needs to create a system that is user-friendly while providing robust functionality and reporting. 2017-2018

State of Montana Sexual Assault Kit Tracking

Elissa worked with the State of Montana Department of Justice to design and implement a solution for tracking and reporting on sexual assault kits. This project is in response to the goal of eliminating the backlog of sexual assault kits, this software not only helps governments work towards that goal but also ensures there is never a backlog again.

2014-2015

Alaska Maritime Prevention and Response Network

Elissa worked with the Alaska Maritime Prevention and Response Network (“the Network”) to develop a web portal application to manage vessel enrollment information. Users from across the world use this web portal to request the Network’s coverage to allow them to travel within the waters of Alaska under Coast Guard regulation. Elissa worked on this project independently and was responsible for the architecture, development and project management for this engagement. This project improves safety and emergency response in Alaska waters.

2012-2016

State of Alaska’s Department of Health and Social Services

Elissa worked with the State of Alaska’s Department of Health and Social Services to build a modern grants administration, solicitation/notification drafting, and public-facing portal. She worked as a developer to design a system to meet the client’s needs and moved into the role of the primary consultant and architect for the client. This project provides access to grants to programs across the state and provides the infrastructure needed to ensure state monies are being properly used and distributed.
